In this issue, EI explains how the continuing deadlock of the Doha Round of WTO talks is prompting the shift in focus to bilateral and regional agreements, and warns of the potential impact this might have on education services.

The danger is that many bilateral and regional agreements go far beyond the commitments in GATS. Hence, EI strongly urges all member organisations to continue to lobby their governments to keep education out of trade negotiations, both within the scope of GATS and bilateral and regional talks.
